DOWNTOWN LOS ANGELES - Many Los Angeles River advocates have long been frustrated by the unbounded and unfulfilled promise of the historic waterway. Smyrna native Col. Braden A. Shoupe, a pediatric oncologist in the U.S. Army Medical Corps, is currently serving in the Army's Landstuhl Regional Medical Center in Germany.
